Surely this requires a change in the law... or used as a case study for safety training and better practice.

The trailer was locked and the driver - who lost his life in the tragic incident - had no idea what the cargo load was in the back!

If he had known what was in the back may not have changed the outcome - but with all the red tape that goes on these days, how is it possible that neither the driver or the test firm knew what the cargo was? (Especially for unusual loads, such as this one, with possibly uneven weight distribution/high centre of gravity)

Surely the haulage firm shouldn't have released the truck with a trailer containing a cargo load (i.e. should have been empty) - especially without communicating details of any unusual load.
